While I may have screwed up something , I think I'm running 
7.0.0-31-generic and there is no difference, still stuck on max brightness:

After installing 7.0.0-31-generic - it kept booting the 
7.0.0-2018-nvidia-bos kernel. I removed it anyway with apt and killed my 
machine. editing the grub boot parameters by hand seems to have worked, 
but I trust nothing now.

audio down/up keys still work fine.
