I have the exact same hardware revision (RTL8125BG rev 0c, on an ASUS AMD motherboard, Pop!_OS / Ubuntu 24.04 base, kernel 6.18.7).
Additional reproduction detail that may be useful: even with r8125-dkms 9.011.00 installed (instead of the in-tree r8169), the link reports "up" in dmesg on a full cold boot (power fully disconnected), but DHCP never completes — NetworkManager reports "IP configuration could not be reserved (no available address, timeout, etc.)". Workaround I found: booting into Windows first (with Realtek's official Windows driver, v1125.27.50.919), then warm-rebooting from Windows into Linux without a full power cycle, results in a working connection for that session. A subsequent full power-cycle reintroduces the failure. This suggests incomplete PHY initialization on cold boot that isn't fixed by switching drivers alone.
