 [FFE] Upgrade LLVM default to 22

** Tags added: stonking

** Description changed:

- Our target default LLVM release for 26.10 is LLVM 22.
 ## FFE ##
 =========
 Rationale
 =========
 The toolchain team committed to making 22 the default LLVM version for 26.10.
 This will give Ubuntu developers a more up-to-date version for building their
 packages.

 Additionally, llvm-toolchain-22 is already responsible for shipping certain
 shared libraries such as libomp5. Moving it to become the default LLVM version
 in general will make everything more consistent.

 ================
 Proposed Changes
 ================
 There are no packaging-specific changes to the llvm-defaults package. This
 simply changes the default LLVM version from 21 to 22.

 ================
 seeded-in-ubuntu
 ================
 $ seeded-in-ubuntu llvm-defaults
 llvm-defaults's binaries are not seeded.

 ==========
 Transition
 ==========
 The transition is small. Only 30 packages need rebuilding.

 I have tested the upcoming transition and identified three packages which will
 need help -- I have solutions ready for all three and will be fixing them as
 soon as the transition starts.

 The transition tracker has been set up here:
 https://transitions.ubuntu.com/html/llvm-defaults-22.html

 The PPA transition test is here:
 https://launchpad.net/~maxgmr/+archive/ubuntu/llvm-defaults-22-test/+packages

 The following 3 packages need action:

 - ispc, wasmedge
   * These packages genuinely break when transitioning from LLVM 21 to 22. I
have
     already filed bugs for both ispc (LP: #2164559) and wasmedge (LP:
#2164560).
     The fixes will be simple because I have determined that we can cherry-pick
     the upstream fixes for both bugs.
 - ruby-prometheus-client-mmap
   * This package requires library versions too old for the current archive. We
     will either need to update the package to a new upstream version with the
     correct library versions or remove the package from the archive. Whichever
     decision we make, a universe leaf package should not block our target LLVM
     version for 26.10.

 The remaining packages failed to build for reasons unrelated to the LLVM
 transition:

 - bpfcc, doxygen, faust, kdevelop, postgresql-18, pyside6,
   qttools-opensource-src, rtags, rust-grcov
   * These packages just failed because they were caught partway through a perl
   transition. No action needed.

 - apache-arrow, python-ocp
   * These packages FTBFS in the archive too. Unrelated to LLVM 22. No action
     needed.
