Since 22.04 has no access to the 6.17/linux-oem-24.04 path that resolved
this on Noble/Questing, and runpm=0 alone hasn't fully eliminated the
freeze on my hardware, should this be tracked as a separate bug, or is
there a known secondary Phoenix boot-freeze trigger (possibly
PSR/display-core related, distinct from runtime PM) that could explain
why the same primary workaround is only partially effective on some
Phoenix SKUs? Happy to attach screenshots (successful vs. failed boot
state) and full journalctl/Xorg logs if useful.
