The nbd module in dracut-network (modules.d/74nbd) relies on a generator
that creates a sysroot.mount unit for /dev/nbdX, but under systemd-in-
initrd nothing ever runs nbd-client, so the device is never connected
and the boot waits forever on dev-nbdX.device. The documented
root=nbd:HOST:EXPORT syntax fails earlier with "dracut: FATAL: Don't
know how to handle 'root=nbd:...'". In both cases the result is a hang
with no useful diagnostics.
