I saw some updated comments at https://gitlab.freedesktop.org/drm/i915/kernel/-/work_items/16098#note_3630125 that suggest the problem is fixed in Kernels 7.1.6+.
"For anyone still on a 7.0.x distro kernel: @kdekto's point bears repeating, because it explains most of the contradictory reports in these threads. 7.0.y never received the backport (EOL at 7.0.14) — the fix is in 7.1.6+ (af128ca139d6) and 7.2 (062499cc). I verified the tag ancestry locally before switching. Ubuntu's 7.0.0-x will not get it either, so "still broken on 7.0.x" is a report from a kernel that never had the fix." I installed ubuntu mainline kernel 7.1.10 from https://kernel.ubuntu.com/mainline/v7.1.10/, booted into 7.1.10 from GRUB and did a single test so far waiting 55minutes to attempt resuming, and it worked perfectly. I made no other changes to my system. I will retry with longer suspend times over the coming nights and see if it holds. I have not tested 7.2 mainline yet, but probably will soon. It is my understanding (but i'm no expert on this) that the fix MIGHT eventually be backported into some future ubuntu 7.0.0-xx release, but there is no guarantee of that happening. So, there may be no relief in sight if you are waiting for that.
