Hello release team,

I would like to upgrade ggml to version 0.22.0-1 it contains the fix I
applied as ubuntu1 to version 0.21.0 in stonking. It is fixing the
riscv64 FTBFS in ubuntu infra.

Dropping ubuntu1 suffix is also reducing the maintenance burden on
ubuntu to keep the package in sync this way further updates will be
automatically imported when we are open for new devel release.

Also changes between 0.22.0 and 0.21.0 are not big they include some
small bugfixes and performance improvements.
