In my experience, most people don't know the difference between upgrade
and {full,dist}-upgrade. They see that packages are getting held back,
but they have no clue how to resolve this issue. This is only to inform
them about a possibility. I would personally have benefited from this
feature in the past, and many of my former colleagues still would.
I believe we've seen some packages babysitting users in the past.
command-not-found being the most obvious example I have. Maybe the
message itself could be rework to be more educational, and not too
imperative?
Maybe that message could also be specific to a defined list of packages,
including the nvidia GPU driver, if that would be more acceptable. That
would probably be more difficult to maintain though, I would personally
prefer to align on a softer but broader message, but it's an option.
