This is not a bug. When in netlink mode, it is not required for nbd-client to remain running. Instead, it sets up the connection, passes the socket to the kernel, and exits when that is done.
Your connection should be functional even if the process is no longer running. We don't make the systemd-mark option conditional on netlink mode not being active because it is easier to run it unconditionally, but in netlink mode it is not required really.
