Thanks Jon for the bug report
Your analysis seems to be correct. ${quote:...} wraps values containing
"special" characters (e.g. the @ in an address) in literal double quotes
and passes them straight to spfquery, which then sees "[email protected]"
instead of [email protected] and fails. This was correct under pre-4.86
${run} semantics but has been silently broken since Exim changed ${run}
to split-before-expand.
