Apparently the answer is "because Xfce does not start applications as
transient systemd units" whatever that means.
The workaround in full:
1. apt install gcr
2. systemctl --user enable --now gcr-ssh-agent.socket
3. Put "export SSH_AUTH_SOCK=${XDG_RUNTIME_DIR}/gcr/ssh" in ~/.profile
Now everything works exactly like it used to on previous releases, with
one minor change: if you log out and log in again, any unlocked keys are
remembered. This is because systemd allows the gcr daemon to persist
even after you log out.
