Bug is still present in ubuntu 26.04. The funny thing is that https://ftp.lispworks.com/pub/software_tools/reference/HyperSpec-7-0.tar.gz works fine. Lispworks probably dropped ftp support.
I was able to download the file with wget to /root/tmp, and installed picked it up.
