Phased update eligibility is determined when calculating the upgrade, not determining which packages have upgrades available, as such it's arguably correct for `pkgcli list-updates` to include them (as does `apt list`) - you don't want to run the dependency solver to calculate an actual upgrade.
There's always a conceptual difference between having an upgrade available and the upgrade being installable.
