  [Description]
  New upstream release 64.0 (2026-07-08). stonking has 63.0-2ubuntu1, Debian 
unstable has 64.0-1 (uploaded 2026-08-31). This will be a merge, 64.0-1ubuntu1, 
keeping the existing one-line Ubuntu delta (pandoc [!i386]). Upstream diff 
v63.0..v64.0: 83 commits, 140 files. Notable changes:
  - New hardware support: Intel IPU E2000 (irdma GEN3, PR #1640)
  - New libibverbs API for provider-aware buffer allocation (ibv_alloc_buf and 
friends)
  - Provider updates and bug fixes (efa, ionic, mlx5, hns, bnxt_re, rxe)
  - Updated kernel headers, pyverbs bindings and diagnostic tools
  No SONAME change. The public ABI only gains symbols. The libibverbs/provider 
private ABI is bumped, which only requires libibverbs1 and ibverbs-providers 
(same source) to upgrade together.
  
  [Rationale]
  Hardware enablement: 64.0 is the first release with userspace support for 
Intel IPU E2000 RDMA (irdma GEN3). Without it the device is unusable on 26.10.
  
  [Regression potential]
  Consumers of libibverbs/librdmacm (ceph, dpdk, libfabric, openmpi, ucx, fio, 
libpcap, ...). Mitigation: no ABI break. Reverse-dep autopkgtests against the 
PPA and an install/upgrade test will be done before requesting a decision.
  
  [Testing]
- Package preparation is in progress. PPA: 
ppa:virutstom/rdma-core-64.0-stonking (all architectures + debug symbols 
enabled). I will add as comments, before asking for a decision: PPA build 
results, install/upgrade log on stonking, and reverse-dependency autopkgtest 
results against the PPA.
