I have the same problem on my system. I can put the computer in hibernation, but on resume it shows a black screen. The system is operational as I can ssh into it, but I get no video. I am running CachyOS with kernel version 7.2.0-1-cachyos on a Machinist X99-RS9 with a Radeon MI50 flashed to Radeon Pro VII.
I know that suspend mode is broken on this board (as in most chinese X99 boards). But I can confirm that hibernation works on Windows 11.
