onedpl (2022.13.0-0ubuntu1) stonking; urgency=medium

  * New upstream release 2022.13.0 (LP: #2165174).
  * d/watch: update tag-matching regex for upstream's renamed release
    tarballs (oneDPL-release-<version>.tar.gz).
  * d/copyright: reconcile with new upstream source level (lrc):
    - Drop obsolete include/oneapi/dpl/internal/scan_by_segment_impl.h
      stanza and its now-unused Apache-2.0-with-LLVM-exception license.
    - Add CC-BY-4.0 for documentation/specification/*.
    - Add BSD-3-Clause for the pSTL_offload word-count examples, and
      declare the combined Apache-2.0 and BSD-3-Clause licensing of the
      NVIDIA-derived reduce/scan-by-segment headers.
    - Declare Expat licensing for the sepia-filter-ds example sources and
      the dual-licensed example third-party-programs.txt notice files
      (Expat or Unlicense, Expat or Zlib).
  * d/tests: bump DPC++ compiler dependency from dpclang-6 to dpclang-7.
  * d/control: bump Standards-Version to 4.7.4 (no further changes).
