I was able to resolve this issue by performing a Cold Boot (power
drain). I completely turned off the laptop, unplugged the power cable,
and held the power button for about 60 seconds to drain residual power.
After turning it back on, the USB bus successfully enumerated the
QCA9377 device and bluetoothctl detected the controller normally. It
seems the controller was stuck in a bad power state after the kernel
upgrade.
