mkosi is mostly used right now for testing systemd. There are currently
workarounds in systemd's dep8 tests to deal with having too old of a
mkosi in the archive (upstream systemd just git clones from a given
hash). Previously this was only causing a few tests to be skipped, but
now all VM tests for systemd fail if using the version of mkosi from the
archive.

mkosi is not seeded, and has no reverse depends.

Hence, there is minimal risk in sync'ing this post-FF.1
