Public bug reported:

[Impact]

When the SBSA watchdog runs from boot, it remains armed without refresh
during early suspend entry and late resume. A slow device callback can
therefore reset the system during the transition.

[Fix]

Stop the watchdog from a PM notifier at the suspend prepare events and
restart it at the post-suspend events, retaining the device PM callbacks
as an idempotent fallback.
