  libpcap0.8t64 is being removed rather than installing its dependency 
libiverbs1. There may be other instances of this issue with t64 packages having 
gained new dependencies that lead to similar results.

  Install tcpdump and freeradius in a jammy container and dist-upgrade to noble
+ 
+ Upgrade a normal desktop install.
  
  [Where problems could occur]
  - Dependency resolution could fail due to new dependencies being marked for 
install (seems unlikely though)
  - Dependencies could be installed for t64 packages which in the end become 
autoremovable

  Ignoring the zoneminder being present, this is pretty much a bug in 
ubuntu-release-upgrader which for some reason fails to install libibverbs1 to 
satisfy the dependencies of libpcap0.8t64:
