Release: stonking

Please remove the following stale non-amd64 binary packages built by
src:rocm from stonking. They are the old 7.2.x binaries and block
migration of the new ROCm 7.14 upload, which no longer builds them on
these architectures. From 7.14 Ubuntu builds ROCm against AMD's LLVM
fork (amd64-only). See FFe:

Binary packages to remove (this request is architecture-specific):
  arm64:
    - rocm
    - rocm-dev
    - rocm-tests

Architecture: all binaries (docs / tests-data) are NOT part of this
arch-specific request and are retained.

Reverse-dependencies: no OUT-OF-SET reverse-dependencies on the target
architecture(s). All in-set reverse-dependencies migrate together in
the coordinated 7.14 upload.
