Based on high level sync with Canonical team ww36, serial login prompt without display is working as expected in Ubuntu; enabling Getty service is required manually. Stephane clarified this is a design feature, not a bug. Zhongning provided a manual Checkbox test, and a new automated Checkbox test to start Getty service could be contributed by Intel.
