Thanks for the report, Victor. Seeing netplan, sriov and race condition in the same sentence makes me immediately think of bug 2139598. I noticed that you're running 0.106.1-7ubuntu0.22.04.4. I'm not sure, but maybe this is fixed in the version currently in jammy-updates (0.107.1-3ubuntu0.22.04.4). Since this (apparently) requires specialized hardware, could you check if the issue still reproduces using netplan.io from -updates?
