OS: Kubuntu (Plasma 6)
Session Type: Wayland (or X11)
Display Manager: SDDM

[Steps to Reproduce]
1. System has only one primary user account.
2. Create a secondary user via CLI (sudo adduser <name>).
3. Immediately click Application Launcher -> Leave -> Switch User without 
logging out or rebooting.

[Expected Behavior]
The display manager greeter appears displaying both user accounts, or prompts 
to unlock/switch sessions without freezing.

[Actual Behavior]
The entire desktop locks up and freezes on the first attempt. Switching user 
only functions properly after a complete system restart.

[Additional Context]
The issue appears linked to AccountsService/SDDM not updating active session 
targets dynamically after user creation until a clean reboot occurs.
