I can reproduce this regression on a Lenovo ThinkPad P14s Gen 7 AMD (21X1CTO1WW).
System: Linux Mint 22.3 / Ubuntu Noble HWE kernel: 7.0.0-31-generic (7.0.0-31.31~24.04.1) GPU: AMD 1002:150e, amdgpu, DCN 3.5 BIOS: Lenovo R38ET27W (1.07), dated 2026-07-30 stock kernel command line (quiet splash) Poweroff failure Poweroff intermittently turns off the display but the laptop remains powered indefinitely with the power LED and fan still running. It requires a long press of the power button. The journal from the most recent occurrence shows normal userspace shutdown completing: Reached target shutdown.target - System Shutdown Finished systemd-poweroff.service - System Power Off Reached target poweroff.target - System Power Off Shutting down followed by: systemd-shutdown: Syncing filesystems and block devices systemd-shutdown: Sending SIGTERM to remaining processes after which journald stops. The laptop nevertheless remained powered. There was no PM: suspend entry during this particular boot before the failed poweroff. I have also reproduced a reboot hang on the same machine/kernel: display turns off, LEDs remain on, and it never reaches GRUB. BIOS was updated from R38ET26W (1.06) to current R38ET27W (1.07), but the problem persists. Possibly related behaviour on the same machine The same 7.0.0-31 installation has also intermittently failed to resume from s2idle. In that state the internal display stays black and an external USB keyboard does not appear to power/resume. On an earlier boot I also captured an amdgpu warning in: dc_dmub_srv_apply_idle_power_optimizations with dcn35_apply_idle_power_optimizations, dc_allow_idle_optimizations_internal, and dc_exit_ips_for_hw_access_internal in the trace. This may be related to LP #2167096. /sys/fs/pstore was empty after the forced power-off.
