I installed the packages on two Ubuntu 24.04 hosts, and I haven't seen
the issue reoccur after 13 hours of testing.

On both hosts, CPU usage dropped from around 6% two minutes after
restarting libvirt to around 0.5% after 13 hours.

I think this confirms that the issue with libvirt 10.0.0, as discussed here:
https://github.com/apache/cloudstack/discussions/12450#discussioncomment-15515838
has been fixed.
