Thanks Hector I installed the packages on two Ubuntu 24.04 hosts, and I haven't seen the issue reoccur after 13 hours of testing.
On both hosts, CPU usage dropped from around 6% two minutes after restarting libvirt to around 0.5% after 13 hours.
