Controlled one-variable boot test with pci=nocrs removed. Linux
confirmed that it used ACPI _CRS host-bridge windows and exposed large
MMIO ranges, but the untouched Wavlink still experienced an initial
AER/link-down failure. During automatic re-enumeration, JHL7440 xHCI
appeared first and AQC113 appeared approximately 158 ms later; bridge
67:01.0 was already disabled, its required 5 MiB window could not be
assigned, every AQC113 BAR failed, and Atlantic returned error -5. This
demonstrates that pci=nocrs is not a sufficient cause of the late
resource-allocation failure.
