I think it would be even better to be able to do three-way merges across versions. For example, if the system had file /var/lib/ucf/cache/:etc:php:8.1:php.ini and php 8.3 package is getting installed, it would be really nice to do three-way merge between /var/lib/ucf/cache/:etc:php:8.1:php.ini and /etc/php/8.1/php.ini and /usr/lib/php/8.3/php.ini-production.cli to emit the default php.ini for version 8.3 so that existing modifications would be included in PHP 8.3 php.ini as much as possible.
