Following compromise:
1. We drop the coreutils-from-uutils dependency from build-essential.
This allows users to install it on systems using GNU coreutils, allowing
them to install packages that incorrectly depend on build-essential.
2. We add an explicit dependency check to dpkg-buildpackage such that it fails
with a clear message if coreutils-from-uutils is not installed.
This prevents people building _packages_ with the wrong coreutils
installed.
