Reading through the last 26 years of comments, I'm struck by how complicated most people think this is. To me, it *should* just be a matter of saving all the internal data KDE uses to manage the display whenever it is asked to shut down. Then, if the user has selected the option to restore the display on start-up, just copy that information before going live.
I realize there may be, and likely is in many cases, a lot of this data. Storage isn't as cheap as it once was but this would be a temporary file, perhaps even stored on a RAM filesystem if so configured.
