It looks like it's not Metacity-specific, yes. The trouble now is trying to figure what it is! If it's affecting both OpenOffice *and* WINE, I'd guess it's a problem with your X server, but that's just a guess. (I only do window managers, so this is a bit beyond my knowledge.)
