Ran through this on a Pi 5 from a questing (25.10) and noble (24.04) image as requested. Verified initial failure with armhf as a foreign arch (upgrade won't even proceed, just crashes out as expected). Then verified that the proposed version succeeds in upgrading the installation.
Also tested a few different configurations: the default (split ports.u.c stanzas which are each split in 2), combined (a single ports.u.c stanza which is split three ways), disabled sources (one of the edge cases found during development). All operated successfully so far.
