I already replied to Martin Pitt via e-mail, but I don't see it posted yet; therefore, I'd like to comment in reference to what Martin posted here. Quito along with the Galapagos Islands are the most representative sites of Ecuador, and Quito in addition to being the political capital, it is also the economic capital of Ecuador. This alone should be enough to have Quito listed in the tzdata db, but to give you a good reason that relates to time zones, see what Wikipedia says in reference to Quito: "Because of its location at the equator, Quito does not experience variations in daylight hours during the course of a year. Except for a few minutes resulting from a slight wobble in the earth as it rotates, sunrise and sunset are always at 6:00 a.m. and 6:00 p.m., respectively."
