The ARL004 fix has now been submitted upstream to linux-pci and linux-kernel:

The patch is publicly archived on the Linux PCI mailing list and has also 
passed Sashiko's automated review with no regressions reported.
This patch links back to Launchpad bug #2166325 and has been tested on the 
affected Intel VMD 8086:ad0b hardware.
Since the requested upstream submission has now been completed, could the 
Ubuntu kernel task please be reconsidered rather than left as Won't Fix?
I understand that upstream maintainer review may still be pending. If Ubuntu 
requires upstream acceptance before reconsidering the SRU, please clarify that 
requirement so I know what the remaining blocker is.
