I dug further into the update-manager bugs, and found one that wasn't
related to package downloads. It had someone remove nfs-common and do
the update, and since I had nfs-common on the machine (and it doesn't
use NFS) I removed it. Now the update is downloading packages...

On the report I found, after the update rebooted it was hosed, though
(apparent /etc/fstab issues), so we'll see what happens :-)
