**Title:** Poweroff hangs at the final stage (PSU stays on, fans ramp
up) on 7.0.0-31-generic, AM5 B850 + Radeon RX 9060 XT; mainline 7.2.6 is
fine

**Summary**
After upgrading from Ubuntu 24.04 to 26.04.1, `poweroff` no longer completes on 
my desktop. Userspace shuts down cleanly, then the monitors and USB 
keyboard/mouse lose power, the fans ramp up, but the machine never actually 
powers off (ACPI S5 is not reached). I have to hold the power button. With the 
same hardware and BIOS settings, Windows 11 (dual boot) shuts down correctly, 
and so does mainline kernel 7.2.6 from kernel.ubuntu.com/mainline. It never 
happened on 24.04.

**Environment**
- Ubuntu 26.04.1 LTS, kernel 7.0.0-31-generic (also 7.0.0-30 installed; not 
tested separately)
- Mainline 7.2.6-070206-generic (unsigned, from kernel.ubuntu.com/mainline): 
all shutdowns since then completed cleanly ([N] in a row)
- UEFI boot, Secure Boot disabled
- linux-firmware 20260319.git217ca6e4 (linux-firmware-amd-graphics 
20260319.git217ca6e4-0ubuntu3.1)
- Board: Gigabyte B850 AORUS ELITE WIFI7 ICE, BIOS F12c (AGESA ComboAm5PI 
1.3.0.1c), up to date
- CPU: AMD Ryzen 9 7950X; RAM: 2x32 GB DDR5 (EXPO off)
- GPU: ASUS Radeon RX 9060 XT (Navi 44, 1002:7590), amdgpu; the CPU's 
integrated GPU (Raphael, 1002:164e) is currently disabled in BIOS (was enabled 
at first, no difference)
- Other devices: Intel X550-T2 (ixgbe), Realtek RTL8922AE Wi-Fi (rtw89_8922ae) 
+ Realtek USB Bluetooth (btusb), Realtek RTL8125 (r8169), 2x WD NVMe

**Symptoms**
- The journal of the affected boot (`journalctl -b -1`) is complete and clean 
up to `systemd-shutdown: Sending SIGTERM to remaining processes...` followed by 
`Journal stopped`. All filesystems are unmounted properly, swap is deactivated, 
poweroff.target is reached. Nothing after that is logged.
- Then: displays go dark, keyboard/mouse lose power, fans spin faster, the 
PSU/board stays powered.
- It is intermittent and state-dependent: one shutdown shortly after a fresh 
boot worked, while shutdowns after about 10 minutes of normal use (browser, 
writing an ISO to a USB stick) hung. The list of loaded modules (`lsmod`) is 
identical right after boot and right before the hanging shutdown.
- No amdgpu warnings/errors in `journalctl -k` for that boot.

**What I tried (no effect on 7.0.0-31)**
- Removing `acpi=force` from the kernel command line
- BIOS: Fast Boot off, ErP on, integrated graphics disabled
- BIOS is on the latest release (F12c)

**What did help**
- Booting 7.0.0-31 with `nomodeset` (amdgpu not loaded) seemed to shut down 
more reliably, which points at amdgpu/DRM shutdown handling. This is not 
conclusive yet.
- Mainline 7.2.6: no hang so far.

**Possibly related**
A similar report (poweroff stops after "Sending SIGTERM to remaining 
processes...", fans and LEDs stay on) exists for an RX 6800 on CachyOS, where a 
responder said it appeared to be fixed by 7.2-rc1:

**Request**
Could you check which upstream changes between 7.0 and 7.2 (amdgpu / PM / ACPI) 
fix this and backport them to the 26.04 kernel? I am happy to test PPA kernels 
or bisect if you tell me how. `ubuntu-bug` attachments (lspci -nnk, dmesg, 
journal) are included below.

**Steps to reproduce**
1. Boot 7.0.0-31-generic, log in to GNOME.
2. Use the system for roughly 10 minutes (browser, disk activity, USB stick 
write).
3. Choose Shut Down (or `sudo systemctl poweroff`).
4. Machine does not power off; fans ramp up; hard power-off required.
