Reproduced on 7.0.0-34-generic without any suspend. No PM: suspend entry in the entire boot; the machine ran continuously for 2 hours. The panel blanked (DPMS off, i915_hpd_poll_init_work starts at 17:36:12) and failed to come back ~1 hour later at 18:35:53 with the identical PHY A / 0c70 / C10 PLL signature.
This suggests the trigger is the PHY being left idle rather than the suspend/resume path specifically, consistent with the Cx0 msgbus status- bit fix (PHY hangs when left idle over 1 hour).
