Public bug reported:

Kernel workqueue WARN_ON fires repeatedly at kernel/workqueue.c:2351:

    if (WARN_ON(!list_empty(&work->entry)))
        goto out;

A work item is queued while already linked on a queue (double-queue). The
guard catches it and returns, so it is non-fatal, but the kernel is tainted
Tainted: [W]=WARN.

Predicate confirmed against matching source (linux-source-7.0.0 = 7.0.0-34.34,
the running kernel). It is a bare WARN_ON with no message string, confirmed by
the absence of any "workqueue: cannot queue ..." text in journalctl.

Call path:
  __queue_work+0x39/0xc0
  delayed_work_timer_fn+0x19/0x30
  call_timer_fn+0x30/0x170
  __run_timers+0x1af/0x2c0

Observed occurrences:
  Sep 25 13:31:25  CPU#0  Comm: brave/53213  (task context)
  Sep 28 09:13:59  CPU#1  Comm: swapper/1    (idle)
  Sep 28 09:14:07  CPU#0  Comm: swapper/0    (idle)
  Sep 28 09:14:18  CPU#3  Comm: swapper/3    (idle)
  Sep 28 09:14:37  CPU#0  Comm: swapper/0    (idle)
  Sep 28 09:14:44  CPU#0  Comm: swapper/0    (idle)
  Sep 28 09:14:50  CPU#2  Comm: swapper/2    (idle)

Idle occurrences run through the timer-migration path:
  run_timer_softirq -> tmigr_handle_remote -> tmigr_handle_remote_up
  -> tmigr_handle_remote_cpu -> timer_expire_remote -> __run_timers

Trigger not isolated. Correlation with Brave launch is observed but unproven.
No panic, no data loss; system remains usable.

Work function involved (from ftrace workqueue_queue_work):
  function=<SYMBOL FROM YOUR TRACE>

Environment:
  Kernel:  7.0.0-34-generic #34-Ubuntu PREEMPT_DYNAMIC
  Hardware: Dell Inc. XPS 13 9343/0TM99H, BIOS A20 06/06/2019
  CPU:      Intel Broadwell-U (HD 5500)
  WLAN:     Intel AX210
  Bluetooth: Intel (hci0 hardware error 0x0c also recurring, likely separate)

Steps to reproduce:
  1. Boot 7.0.0-34-generic on Dell XPS 13 9343.
  2. Leave idle, or launch Brave.
  3. journalctl -k shows the WARN.
