[ Rationale ]

* The current version of rtl-sdr in Ubuntu 26.10 is 2.0.2-2. This
version lacks native support for the new RTL-SDR Blog V4L dongle, which
requires specific filter settings and other adjustments due to its
different design compared to older V4 hardware (that is no longer
available for purchase). Upgrading to 2.0.3-1 introduces official
support for the new version of this widely used SDR dongle.

[ Scope ]

* The 2.0.3 release is a minor point release focused primarily on hardware 
compatibility (specifically the RTL-SDR Blog V4L dongle) and small bug fixes:
- Just a few lines of code for the RTL-SDR Blog V4L support
- Small fix in handling of USB transfer errors
- Small man page fixes (with new man page for rtl_biast added)
- AppStream metadata fix
- Two one-line cmake fixes
- Switch from pkg-config to pkgconf in package build-depends

* Without this exception, Ubuntu 26.10 users owning an RTL-SDR Blog V4L
dongle will not be able to use their hardware, forcing them to compile
rtl-sdr from source or use a third-party package.

* The package is in Universe and is not seeded in any of the Ubuntu releases.
$ seeded-in-ubuntu -b rtl-sdr
rtl-sdr is not seeded (and may not exist) for stonking.

[ Regression Potential ]

* Very small. The 2.0.3 release is a minor point release that only adds
a few lines of code to set specific registers of the RTL-SDR Blog V4L
dongle, very small fix for USB transfer error handling and a few small
fixes, mostly related to man pages and AppStream metadata. See the
changelog in Scope.

[ Testing ]

1. Install the updated rtl-sdr (2.0.3-1) package.
2. Verify legacy hardware (RTL-SDR Blog V4) continues to function normally with 
standard tools (rtl_test, rtl_fm, rtl_power).
3. Connect an RTL-SDR Blog V4L dongle and verify it is correctly identified by 
rtl_test.
4. Install SDR app such as Gqrx, run the app, tune to a local broadcast FM 
station and confirm it works correctly.
5. Switch to the legacy V4 dongle and repeat the last step.
