It handles the options python-apt cannot parse inside migrateToDeb822Sources
rather than changing python-apt's legacy parser, so signed-by entries migrate
to Signed-By: instead of being left as foo.list.disabled.

The proposal targets ubuntu/main, which is the 26.10 series. The upgrader that 
runs a 24.04 -> 26.04
upgrade is the 26.04 package - mine was 1:26.04.22, fetched from the target
release at runtime - so merging there fixes 26.04 -> 26.10 upgrades but not the
LTS -> LTS path this bug is about. Would a 1:26.04.x upload be wanted as well?
I am happy to prepare it.

Could this also get an Importance? The failure is silent: affected packages
keep working while apt, update-notifier and unattended-upgrades all report the
system as up to date. Even security updates are missing unless 
someone/something 
checks the versions.
