Public bug reported:

ubuntustudio-dark/solid/dialogs/background.svgz had two extra <style>
blocks hardcoding light colors (#EFF0F1, #FCFCFC), appended after the
real current-color-scheme block that Plasma dynamically recolors. CSS
cascade rules give the later, hardcoded blocks priority, forcing a light
background regardless of the active color scheme.

This causes tooltips that should have a dark-colored background to be
light in color, rendering it illegible with white text.
