tl;dr
A workaround
edit /etc/apparmor.d/abstractions/transmission-common on line 201 delete "deny"
and restart apparmor.service

It's yet another Apparmor issue plaguing Transmission in Ubuntu
https://bugs.launchpad.net/ubuntu/+source/apparmor/+bug/2117338

This time the people who brought you Rust in essential system tools
which nobody needed let alone asked for, decided that transmission
shouldn't work at all out of the box. Exactly what you expect from an
LTS release! Someone in his wisdom decided to explicitly prohibit access
to DRI whereas it's what the software (GTK4 I presume) evidently needs.
Fun eh?
