The Qt side of this is fixed upstream: qtbase commit 80ddc8dee6a0 ("Fix
crash when fontconfig fallback pattern has no charset",
https://codereview.qt-project.org/c/qt/qtbase/+/750214). It is picked to
6.12, 6.11 and 6.8, but not to 6.10, so the qt6-base 6.10.2 in 26.04
will not get it from upstream. It is a one-file change
(src/gui/text/unix/qfontenginemultifontconfig.cpp); cherry-picking it
into qt6-base would stop the Plasma/Qt crash loop regardless of what
writes the cache. Chromium also stopped creating the compat symlinks
(https://chromium-review.googlesource.com/c/chromium/src/+/8462495,
lands in M156).
