Problem:
After upgrading from kernel 6.8.0-142-generic to kernel 6.8.0-146-generic, USB 
3.0 devices/ports
are no longer working.

When booting the previous kernel via GRUB, USB 3.0 works normally.

Therefore this appears to be a kernel regression.

Steps to reproduce:
1. Boot Ubuntu with kernel 6.8.0-146-generic.
2. Connect a USB 3.0 device to a USB 3.0 port.
3. Device is not detected / USB 3.0 does not function.
4. Reboot and select the previous kernel in GRUB.
5. The same USB device and USB port work normally.

Expected behaviour:
USB 3.0 devices should work as they did with the previous kernel.

Actual behaviour:
USB 3.0 functionality is broken with kernel 6.8.0-146-generic.
