This bug was fixed in the package zfs-linux - 2.4.4-1ubuntu4
---------------
zfs-linux (2.4.4-1ubuntu4) stonking; urgency=medium
* Fix pool creation and import on ZFS-root systems with Linux 7.3
(LP: #2168581):
- debian/patches/linux-7.3-kthread-init-fs.patch
- backport upstream cd3699d30 ("Linux 7.3: make host filesystem
available to kernel threads"): run every SPL taskq task and
thread under scoped_with_init_fs(), whose userspace_init_fs
follows init through switch_root
- drop debian/patches/linux-7.3-kthread-nullfs.patch
- the root it captured at module load is the initramfs root on
ZFS-root installs, so every later vdev lookup made from a kthread
failed with ENOENT
