In the logs:

The test is failing, so CMake skips petsc and therefore the dep is not
there, hence the missing -lxxx lines and the missing include.

After some poking, I assessed it was due to the fact we use GCC15 while
Debian uses GCC16.

The probable cause is that by default, GCC15 doesn't know or handle
__fp16. In petsc builds, we pass -mfp16-format=ieee (since
3.25.4+dfsg1-2), so this is no problem, but that flag is not passed to
packages depending on petsc. When we run the TEST_RUNS, gcc15 fails
because __fp16 is not defined.

GCC16 always declare __fp16. Therefore even without the forementioned
flag, everything goes smoothly. (see https://inbox.sourceware.org/gcc-

Note that the commit has been ported to gcc15 yesterday

From there, three options:

 - Include the latest gcc-15 release when it's out and then everything will 
work.
 - fix petsc: add a quilt patch that makes petsccxxcomplexfix referencing 
__fp16 only if it is defined, which implies a delta to carry
 - Do as you did with dolfinx: add GCC-16 as a build dep for armhf only, and 
add the proper CC/CXX in d/rules for the arch.

I'd go with the last one, but I'm open to alternatives.
