This also blocks phrog 0.53.0-2 in stonking-proposed: its riscv64 build fails
with the same E0425 errors (phosh_status_icon_{get,set}_priority).
https://launchpad.net/ubuntu/+source/phrog/0.53.0-2/+build/33497644

Cause: riscv64 is the only architecture where rust-libphosh 0.0.7-4 was
built, so the phrog riscv64 build installs librust-libphosh-dev 0.0.7-4
from -proposed. That version calls the new priority functions, but
librust-libphosh-sys-dev 0.0.7-3 doesn't provide them. On every other
architecture, phrog builds against 0.0.7-2 from the release pocket and
succeeds. I checked the debs: the 0.0.7-4 riscv64 package contains
phosh_status_icon_get_priority, and 0.0.7-2 doesn't.

Requested short-term workaround: remove rust-libphosh 0.0.7-4 from
stonking-proposed. It has failed to build on 6 architectures for about
100 days. Then retry the phrog riscv64 build, which will pick up
0.0.7-2. The proper fix for rust-libphosh itself is still needed (see
the description).
