Checking reverse-depends again to be sure.
- ggml and ucx only depending hipcc on build time and only on amd64 on ubuntu
- there was a b-d on magma-rocm side which would cause FTBFS on other arches
and it is resolved with new upload
- for papi, it needs a fix but only on b-d side so installability should not be
a problem at least for now (with the current state of the archive)
In the meantime I am investigating if we can even build rocm-hipamd for
other arches
