Please sync tempest 1:47.0.0-2 (universe) from Debian unstable (main)
Explanation of FeatureFreeze exception:
* Part of the OpenStack 2026.2 (Hibiscus) alignment for stonking;
see LP: #2167238 ([FFe] OpenStack 2026.2 Hibiscus release).
* tempest 47.0.0 is the 2026.2-aligned OpenStack integration test suite;
stonking currently carries 1:46.2.0-4 (2026.1-aligned) while nova, neutron
and keystone in stonking are already at 2026.2.
* No Ubuntu delta: the current stonking version is a straight sync of the
Debian package, so no Ubuntu changes are dropped.
* Debian changes since 1:46.2.0-4 are limited to the new upstream release
and removal of two patches now included upstream.
* Risk is minimal: tempest is a test framework in universe, not seeded on
any image; it only runs against OpenStack deployments.
