Public bug reported:

to reproduce:
/usr/bin/emacs --no-init-file
resize the window by dragging a corner or edge
-> the window follows the mouse for a few pixels (ok), then stops (broken).
When I release the mouse at that time then the size stays like that.
When I keep pressing the mouse button for ~10 s or longer and then move it a
little, then the window size adapts to the current position once correctly,
then it stops again.

This behaviour happens only with emacs. Konsole, Firefox, Thunderbird
and Signal all work fine.

It started after I upgraded from 22.04 to 26.04 and re-installed
kubuntu-desktop.

I tried to minimize animations but it didn't help:
Global animation speed = Instant
Translucency = unchecked
Wobbly Windows = unchecked

I assume the package is emacs-gtk, the version is 1:30.2+1-2ubuntu1.
